Vandalism Repaired in Railroad Tunnel

Recently, the District’s General Manager worked to repair the vandalism that occurred to the tunnel and fence between Light Farms Elementary and Eastland.

For now, the mural inside the tunnel was painted a solid color to repair the vandalism that occurred.

Regulation of Solicitation in Light Farms

The board recently unanimously voted to apply the City of Celina’s solicitation ordinance within the boundaries of Light Farms.

Effective immediately, solicitors must follow the guidelines of Article 4.05 of Celina’s Code of Ordinances:

    • Solicitors must register with the City of Celina before knocking on doors and must have their registration in their possession anytime they are soliciting
    • A resident can prohibit solicitors from coming on to their property and knocking on the door if the resident posts a “No Solicitors Invited” sign in accordance with the guidelines of Ordinance 4.05.002
    • A solicitor is required to leave the property when requested by the resident

Neighbors are encouraged to call in a complaint to the City of Celina should solicitors not honor these requirements.

Q4 2024 – Completed and Pending Projects

Recently Completed Projects

  • Installation of crosswalk at Meridian and Cypress Creek Way by Light Farms Elementary
  • Installation of mulch along all the main roads, medians and entrance ways to the neighborhoods
  • Removal of decorative grass at crosswalks near Constellation Lake on and Montessori school and replacement with sod

October 28, 2024 – Meeting Recap

Below is a summary from the Communications Committee of the MUD Board meeting that occurred on MON. OCT. 28:

Traffic Signage and Safety Discussion

  • The board voted 3 to 2 to approve purchase of crosswalk equipment for Bridgewater and Parkview
    • The safety committee has since discussed with our GM and Lee Engineering and decided that the crosswalk will be installed on the east side of the intersection. Modifications will be made to the sidewalk on the median between Parkview to accommodate this installation. Updated road striping will be coming as well.
    • Please note that the MUD has always had the authority to improve existing crosswalks without spending tax money on warrant studies.
  • The board voted unanimously to approve the following warrant studies:
    • 4-way-stop signs: Light Farms Way and Cypress Creek, Laughlin Ln and Starlight Creek Dr, Forefront Ave and Light Creek Ln
    • Crosswalk: Light Farms Way and Sweetwater Way
      • There is not an existing crosswalk here, so the board must receive a warrant study indicating the need for a crosswalk before we can install
    • The board voted unanimously to change the speed limit of Light Farms Way to 35 mph
      • Our engineering team will submit the change to Collin County for approval

Graffiti in Tunnel Between Eastland and LF Elementary

  • The board approved to paint the inside of the tunnel a single color to cover up the recent vandalism
  • We are seeking the communities feedback for a more permanent solution – including repainting of the entire tunnel or adding a mural

Solicitation Agreement with Celina

  • The board voted unanimously to place the district into Celina’s solicitation ordinance
  • Effective immediately, solicitors must follow the ordinance followed by Celina
    • Solicitors must register with the city of Celina before knocking on doors and must wear a tag given to them by the city
    • Solicitors cannot knock on doors if there is a No Soliciting sign
    • Neighbors are encouraged to call in a complaint to the city of Celina should solicitors not honor these requirements

Bond Sell

  • The board voted unanimously to award the sale of a $22 million road bond to TD Securities
  • This covers road construction in and around:
    • Brenham 2, Graham 2, Graham 3, Hazel 4, Cypress 3, Sweetwater 2, Reagan, Punk Carter, Prairie Crossing and Light Farms Way Phase 2
  • This bond was sold to reimburse the developer for the construction of the roads in the sections above

Well Sites

  • The board unanimously agreed to enter an agreement with the North Texas Ground Water Conservation District to monitor our wells at the Indigo well site
  • The board unanimously approved the installation of fencing around all four well sites
    • Raising of the fencing from 6’ to 8’ at the Indigo site
    • 8’ fencing around the Bridgewater, Cypress and Graham well sites

Flock Safety Presentation

  • The board received a presentation from Flock Safety about the potential for installation of license plate readers at all entrances of Light Farms
  • Highlights of the Flock Safety system include:
    • Used by surrounding cities (Celina, Prosper, Frisco, Little Elm, etc.)
    • License plate data only stored for 30 days
    • Data only accessible by the police department (in our case, Celina PD) when there is a need for it – not monitored 24/7
    • System is connected to every other participating police department – if a license plate pings as a stolen car, then an alert is sent out
  • After discussion, the board decided that the safety committee will meet to discuss and bring back to the board for a final decision.

September Board Meeting Recap

Below is a recap of the meeting from MON. SEP. 23.

  • Board approved a new tax rate of 0.9284, which is down from last years rate of 0.9482.
  • Board approved the budget for FY 2025 which can be found on our website, and also by clicking HERE.
  • The Board approved the advertisement for the sale of the District’s Series 2024A
    Unlimited Tax Road Bonds to be held on October 28, 2024.
  • The board directed the GM to solicit warrant studies, at the advice of the Lee
    Engineering study conducted over the summer, for the following changes:
    ~ A four-way stop at Cypress Creek/Light Farms Way, Lightcreek Ln/Forefront,
    Laughlin Ln and Starlight Creek.
    ~ Speed limit study along Light Farms Way.
    ~ The board will consider action on each of these studies in our next meeting.
  • GM stated that the two new crosswalk light fixtures at Cypress Creek/Meridian and Light
    Farms Way/Homestead will be installed in December/January. Striping will be done over
    Thanksgiving break.
    ~ Safety committee will work with GM to prioritize other crosswalks for board
    consideration.
  • Board approved mulch for the rest of the neighborhoods common areas, which is now
    complete.
  • Board approved lowering of the Cypress well to increase water output, which is now
    complete.

The next meeting will be on MON. OCT. 28 at 6 PM in the HOA office.

Notice of Tax Hearing

The Collin County Municipal Utility District No. 1 will hold a public hearing on a proposed tax rate for the

tax year 2024.

When: September 23, 2024 at 6:00 p.m.

Where: 1234 Homestead Court, Celina, TX 75009.

Meetings are open to the public. Residents are welcome to participate and hear updates about the District.

Meeting Summary- August 26, 2024

Meeting Summary

The Board of Directors of CCMUD 1 held their regular business meeting on August 26. The following is a recap of some of the items they discussed:

Several members of the public shared their concerns about the state of the landscaping and irrigation in the community’s common spaces. They expressed their desire to see a more permanent solution and asked the board to consider swift action to prevent any further damage.

The District’s attorney advised the Board on the process for engagement of professional services that was last updated in 2023. This process details how the President, or an appointed Director at their choosing, can engage and receive proposals from consultants for Board consideration. There is not an open bidding process for hiring professional services.

The District has been designated a “Developing District” again this year based on the overall level of development and funding. The Board voted to publish a proposed tax rate of $0.9284 for next year, which is $0.02 less than last year. The District will hold a formal taxnrate hearing at their September meeting and will adopt the tax rate at that time.

The financial advisor also reviewed the upcoming road bond sale. She presented a tentative figure of $22m. The draft offering will be reviewed in September, and the anticipated sale date will be in November.

The Board heard a report from Lee Engineering, who had previously been engaged to provide recommendations on signage and traffic controls throughout the community. His report noted some inconsistencies in the placement of signs and recommended a formal speed and traffic study to
determine if additional traffic control measures or speed limit reductions are needed. Additionally, the GM will seek out quotes for a traffic study with the intent of lowering the speed limit on Light Farms Way. The Board will hold further discussion regarding safety initiatives once their budget for the upcoming year is finalized in September.

Director Miles shared a request from various residents concerned about the impact that the new apartments and arterial road from Laughlin Lane to Preston will have on traffic within the neighborhood and asked the District’s engineer to reach out to Celina for an update on planned traffic
signal changes.

The Board voted unanimously to terminate their current contract for communications services and engaged a new provider, Infinity Services. The website migration will take place over the next 45 days. This will save the district a minimum of $30,000 in tax money per year.

The PISD purchase and land use agreement was approved by the Board. The formal agreement will be executed in the coming weeks. The Board appointed Directors Miles and Dusza to represent the District in the closing of the sale.

There was extensive discussion about the use of motorized scooters and e-bikes on the District’s trail system. The attorney clarified that the HOA notice around motorized scooters would not apply to many of the trails in Light Farms, as they belong to the MUD. The attorney advised the Board that they do not have the authority to prohibit the use of such vehicles.

The General Manager updated the Board on ongoing projects in the District, including the status of the storage building construction, sidewalk lifting efforts, and crosswalk installation. In July, the board
approved two new crosswalk treatments at Cypress Creek / Meridian and Light Farms Way / Homestead Ct. These are ordered but will not be installed until December due to backlog with the vendors.
In addition, the GM discussed the significant erosion in the District’s drainage channels and options to address and prevent further erosion of the slopes. This led to a longer discussion with the District’s irrigation specialist on the condition of the wells. Irritech advised the Board that the irrigation issues they’re experiencing are caused by the insufficient volume provided by the existing wells. The Landscape Committee will explore options for long-term improvements, and the Board will consider repairs in its 2025 budget.

Gold Landscaping provided an update on the green spaces within the District. The representative noted that much of the plant material and sod is under stress due to the high temperatures and lack of sufficient irrigation. They are hand-watering and using a water truck to help keep the landscaping alive.

The next Board will be held on Monday, September 23, 2024.
