March 2025 Meeting Recap

Below is a recap of the MUD meeting that occurred on MON. MAR. 24.

  • Approved Phase 1 of a tree replacement project – 190 trees – in and around the Bluestem, Graham, Grange, Indigo, Maydelle and Sweetwater Neighborhoods
    • The future Phase Two will encompass the other areas of the neighborhood in the fall
  • Approved a warrant study to create a uniform speed limit along Light Farms Way of 35 mph
  • Approved two variance frequency drive panels to improve function of the Bridgewater and Cypress irrigation pumps

January/February 2025 Meeting Recap

Below is a recap of the last two MUD meetings that occurred on MON. JAN. 27 and MON. FEB. 24. All decisions were decided unanimously.

TAXES

  • Increased the Property Tax Exemption from $10,000 to $20,000 for residents who are Over 65 or are disabled.
  • The Board will continue to examine the MUD tax rates later this year, including a homestead exemption

TRAFFIC AND SAFETY

  • Authorized a 4-way stop sign at Cypress Creek Way and Light Farms Way, resulting from a traffic study conducted by Lee Engineering
  • Approved the purchase and installation of a new crosswalk at Sweetwater Way and Light Farms Way, also resulting from a traffic study
  • Approved the purchase and installation of a modified crosswalk plan at Parkview Blvd and Bridgewater Blvd

LAKES, TRAILS AND LANDSCAPING

  • Approved repair for erosion issues at the first tributary next to Bridgewater Blvd and Prairie Crossing Dr
    • The Board will continue to address erosion issues impacting the tributary system along Bridgewater throughout 2025
  • Approved a tree replacement project to be completed this spring
    • Around 80 trees will be replaced around the Bluestem, Graham, Grange, Indigo, Maydelle and Sweetwater Neighborhoods
    • The landscaping committee will work to prioritize another 70+ trees to be replaced in the fall near the Bartlett, Brenham, Cypress, Eastland, Hawthorne, Hazel, Laurel and Sage neighborhoods
    • A map and list of tree locations will be available soon
  • Approved the clearing of 18 acres of land between Light Farms Way, Constellation Lake, Graham III and Reagan by Open Space TX using several hundred goats
    • Open Space TX will spend 9-10 days on site using an electric fence and a herd of goats to clear out this land
    • This is a unique way to free waterways, clear overgrown areas and reduce fire danger through an environmentally friendly method without the use of heavy equipment, harsh chemicals, or costly crews
  • Approved the repair of the sidewalks/trails behind Grange and Sweetwater to repair flooding problems
  • Approved the solicitation of bids for a new landscaping company to service the district

ADMINISTRATIVE

  • Approved a contract with Civic Plus to install a new tracker system for neighborhood issues to be used by District residents. This system will be live in early April.
  • Hired a new bookkeeping consultant
  • Approved changes to Director Ethics and Bylaws including:
    • Formalizing an appointment process for director vacancies
    • Capped directors per diem to a maximum of $4000 annually

**TRAFFIC PATTERN UPDATE: FOUR-WAY STOP INSTALLATION**

Effective on or around Friday, January 31, the intersection of Cypress Creek Way and Light Farms Way will transition to a four-way stop.

Following a traffic study conducted by Lee Engineering, the Board of Directors has unanimously approved the installation of additional stop signs at this intersection. The study’s findings indicated that the current traffic volumes necessitate this change to enhance safety.

Residents and visitors are kindly requested to exercise caution at the intersection during the adjustment period.

JANUARY 6, 2025 – Meeting Recap

Below is a recap of the meeting from MON. JAN. 6 that occurred at the Celina Police Department Headquarters.

Traffic and Safety Updates

  • Unanimously approved flashing crosswalk enhancement at Forefront/Worthington Way intersection (same treatment as Homestead Ct/Light Farms Way)
  • Awaiting bids for concrete work needed prior for installation of crosswalk enhancement at Parkview and Bridgewater – hope to have for approval at 1/27 meeting
  • Waiting on confirmation from Lee Engineering for updated signage installation at Light Farms Way and Outer Loop
  • Pending traffic study results from Lee Engineering for stop-signs at Cypress Creek/Light Farms Way, Laughlin Ln/Starlight Creek, Light Creek Ln/Forefront, and a crosswalk addition at Sweetwater/Light Farms Way

Tax Rate Discussion

  • Board discussed possibilities of increasing the Over 65 and the Disabled Exemptions, in addition to adopting a Homestead Exemption for the district
  • Utility Tax Services will present a cost analysis to the board in the next meeting

Landscaping Updates

  • Discussed Celina’s plans for DNT/LF Way entrance realignment
    • Landscaping Committee will meet with the city of Celina to discuss and ensure landscaping changes are consistent with current aesthetics
  • Discussed plans for tree replacement in 2025, broken down into two phases (spring and fall)
  • Discussed recently approved projects that are near completion or about to begin:
    • Repair of sod between Indigo/Grange lakes
    • Tree trimming / sod replacement on Maydelle Ave
    • Sod installation behind Hudson Ave
    • Tree removals in medians at Homestead and Meridian crosswalks
    • Sod installation on Ashland
    • French drain installation on Light Creek Ln to mitigate flooding issues

Ticket System

  • Unanimously approved adoption of a new ticket system for the neighborhood, Civics Plus, allowing for streamlined communication and mapping visibility of issues in the neighborhood. More details will be forthcoming as we get closer to implementation

By-laws

  • Discussed changes to Board’s bylaws, including:
    • Formalize the appointment process for open director positions
    • Formalize per diem eligibility and capping the total amount at $4000 per year, this was also captured in FY 25 Budget
    • Process for conference attendance, expenses, and reporting back to the board
  • Changes will be proposed for adoption in the next meeting

NOVEMBER 25, 2024 – Meeting Recap

Below is a recap of the meeting from MON. NOV. 25 that occurred at the Celina Police Department Headquarters.

  • The Board unanimously approved the hire of a new Special Projects Consultant to work with the board and our general manager on several major projects in 2025 – pumps, wells, irrigation, erosion, traffic signs, speed/school zones, landscaping, dredging, etc.
  • Other Key Updates:
    • Engineer advised that the City of Celina has authorized a traffic study for a stoplight at Bridgewater/Frontier – updates will be provided as available
    • Warrant studies for stop-signs at Cypress Creek/LF Way and Forefront/Light Creek Ln and a crosswalk at Sweetwater/Light Farms Way will be completed in mid-January
    • Board unanimously approved the following work to be done:
      • Walking trail improvements behind Sweetwater/Grange
      • Erosion repairs on Maydelle Ave
      • Moving our irrigation well pump reading to our GM, saving the district over $10,000 per year
      • The board awaits bids for other erosion and landscaping issues across the neighborhood
