JANUARY 6, 2025 – Meeting Recap

Below is a recap of the meeting from MON. JAN. 6 that occurred at the Celina Police Department Headquarters.

Traffic and Safety Updates

  • Unanimously approved flashing crosswalk enhancement at Forefront/Worthington Way intersection (same treatment as Homestead Ct/Light Farms Way)
  • Awaiting bids for concrete work needed prior for installation of crosswalk enhancement at Parkview and Bridgewater – hope to have for approval at 1/27 meeting
  • Waiting on confirmation from Lee Engineering for updated signage installation at Light Farms Way and Outer Loop
  • Pending traffic study results from Lee Engineering for stop-signs at Cypress Creek/Light Farms Way, Laughlin Ln/Starlight Creek, Light Creek Ln/Forefront, and a crosswalk addition at Sweetwater/Light Farms Way

Tax Rate Discussion

  • Board discussed possibilities of increasing the Over 65 and the Disabled Exemptions, in addition to adopting a Homestead Exemption for the district
  • Utility Tax Services will present a cost analysis to the board in the next meeting

Landscaping Updates

  • Discussed Celina’s plans for DNT/LF Way entrance realignment
    • Landscaping Committee will meet with the city of Celina to discuss and ensure landscaping changes are consistent with current aesthetics
  • Discussed plans for tree replacement in 2025, broken down into two phases (spring and fall)
  • Discussed recently approved projects that are near completion or about to begin:
    • Repair of sod between Indigo/Grange lakes
    • Tree trimming / sod replacement on Maydelle Ave
    • Sod installation behind Hudson Ave
    • Tree removals in medians at Homestead and Meridian crosswalks
    • Sod installation on Ashland
    • French drain installation on Light Creek Ln to mitigate flooding issues

Ticket System

  • Unanimously approved adoption of a new ticket system for the neighborhood, Civics Plus, allowing for streamlined communication and mapping visibility of issues in the neighborhood. More details will be forthcoming as we get closer to implementation

By-laws

  • Discussed changes to Board’s bylaws, including:
    • Formalize the appointment process for open director positions
    • Formalize per diem eligibility and capping the total amount at $4000 per year, this was also captured in FY 25 Budget
    • Process for conference attendance, expenses, and reporting back to the board
  • Changes will be proposed for adoption in the next meeting

NOVEMBER 25, 2024 – Meeting Recap

Below is a recap of the meeting from MON. NOV. 25 that occurred at the Celina Police Department Headquarters.

  • The Board unanimously approved the hire of a new Special Projects Consultant to work with the board and our general manager on several major projects in 2025 – pumps, wells, irrigation, erosion, traffic signs, speed/school zones, landscaping, dredging, etc.
  • Other Key Updates:
    • Engineer advised that the City of Celina has authorized a traffic study for a stoplight at Bridgewater/Frontier – updates will be provided as available
    • Warrant studies for stop-signs at Cypress Creek/LF Way and Forefront/Light Creek Ln and a crosswalk at Sweetwater/Light Farms Way will be completed in mid-January
    • Board unanimously approved the following work to be done:
      • Walking trail improvements behind Sweetwater/Grange
      • Erosion repairs on Maydelle Ave
      • Moving our irrigation well pump reading to our GM, saving the district over $10,000 per year
      • The board awaits bids for other erosion and landscaping issues across the neighborhood

Vandalism Repaired in Railroad Tunnel

Recently, the District’s General Manager worked to repair the vandalism that occurred to the tunnel and fence between Light Farms Elementary and Eastland.

For now, the mural inside the tunnel was painted a solid color to repair the vandalism that occurred.

The Board seeks the community’s feedback concerning future ideas to enhance the tunnel’s mural. Please feel free to use the Contact Us page to submit ideas!

Regulation of Solicitation in Light Farms

The board recently unanimously voted to apply the City of Celina’s solicitation ordinance within the boundaries of Light Farms.

Effective immediately, solicitors must follow the guidelines of Article 4.05 of Celina’s Code of Ordinances:

    • Solicitors must register with the City of Celina before knocking on doors and must have their registration in their possession anytime they are soliciting
    • A resident can prohibit solicitors from coming on to their property and knocking on the door if the resident posts a “No Solicitors Invited” sign in accordance with the guidelines of Ordinance 4.05.002
    • A solicitor is required to leave the property when requested by the resident

Neighbors are encouraged to call in a complaint to the City of Celina should solicitors not honor these requirements.

Q4 2024 – Completed and Pending Projects

Please reference the list, below, for all recently completed and pending projects in the Light Farms community.

Recently Completed Projects

  • Installation of crosswalk at Meridian and Cypress Creek Way by Light Farms Elementary
  • Installation of mulch along all the main roads, medians and entrance ways to the neighborhoods
  • Removal of decorative grass at crosswalks near Constellation Lake on and Montessori school and replacement with sod
  • Removal of decorative grass in blind spot on Light Farms Way outside of Grange and replacement with sod
  • Completion of gabion basket project between tributaries behind Grange/Indigo, pending some landscaping repair
  • Lowering of intake pipe for the Cypress well a total of 168 feet so it would reach the lowered water table levels – this will get the well fully functional again and assist with irrigation around Cypress and Sage
  • Repair/replacement of multiple sidewalk panels along Light Farms Way and residential areas
  • Repair of landscape at corner of Light Farms Way and Cypress Creek Way (near tennis courts)
  • Removal of bushes on Parkview/Bridgewater to improve sight lines for motorists
  • Repainting of decorative fence along Light Farms Way near Constellation Lake
  • Sod and landscaping work along Worthington (outside of Sage and Cypress)
  • Sod and landscaping work along Cypress Creek (outside of Graham)
  • Installation of 4-way stop signage at Laughlin Lane and Starlight Creek
  • Replacement of damaged wrought iron fence panel about pedestrian tunnel between Light Farms Elementary and Eastland
  • Cover up of graffiti in tunnel between Light Farms Elementary and Eastland

Pending Projects (November/December 2024)

  • Transplant or removal of trees by crosswalks at Meridian/Cypress Creek and Light Farms/Homestead
  • New road striping for crosswalks at Meridian/Cypress Creek and Light Farms Way
  • Installation of crosswalk signage at Homestead/Light Farms Way
  • Installation of crosswalk signage at Parkview/Bridgewater
  • Continuation of tree replacement project from this summer (map pending)
  • Warrant study results for 4-way stop signage at Cypress Creek/Light Farms Way and Forefront/Light Creek Ln
  • Warrant study results for crosswalk installation at Light Farms Way and Sweetwater
  • Installation of fences around each well-pump site (Cypress, Graham and Bridgewater)
  • Enhancement of fencing around Indigo well-pump site

October 28, 2024 – Meeting Recap

Below is a summary from the Communications Committee of the MUD Board meeting that occurred on MON. OCT. 28:

Traffic Signage and Safety Discussion

  • The board voted 3 to 2 to approve purchase of crosswalk equipment for Bridgewater and Parkview
    • The safety committee has since discussed with our GM and Lee Engineering and decided that the crosswalk will be installed on the east side of the intersection. Modifications will be made to the sidewalk on the median between Parkview to accommodate this installation. Updated road striping will be coming as well.
    • Please note that the MUD has always had the authority to improve existing crosswalks without spending tax money on warrant studies.
  • The board voted unanimously to approve the following warrant studies:
    • 4-way-stop signs: Light Farms Way and Cypress Creek, Laughlin Ln and Starlight Creek Dr, Forefront Ave and Light Creek Ln
    • Crosswalk: Light Farms Way and Sweetwater Way
      • There is not an existing crosswalk here, so the board must receive a warrant study indicating the need for a crosswalk before we can install
    • The board voted unanimously to change the speed limit of Light Farms Way to 35 mph
      • Our engineering team will submit the change to Collin County for approval

Graffiti in Tunnel Between Eastland and LF Elementary

  • The board approved to paint the inside of the tunnel a single color to cover up the recent vandalism
  • We are seeking the communities feedback for a more permanent solution – including repainting of the entire tunnel or adding a mural

Solicitation Agreement with Celina

  • The board voted unanimously to place the district into Celina’s solicitation ordinance
  • Effective immediately, solicitors must follow the ordinance followed by Celina
    • Solicitors must register with the city of Celina before knocking on doors and must wear a tag given to them by the city
    • Solicitors cannot knock on doors if there is a No Soliciting sign
    • Neighbors are encouraged to call in a complaint to the city of Celina should solicitors not honor these requirements

Bond Sell

  • The board voted unanimously to award the sale of a $22 million road bond to TD Securities
  • This covers road construction in and around:
    • Brenham 2, Graham 2, Graham 3, Hazel 4, Cypress 3, Sweetwater 2, Reagan, Punk Carter, Prairie Crossing and Light Farms Way Phase 2
  • This bond was sold to reimburse the developer for the construction of the roads in the sections above

Well Sites

  • The board unanimously agreed to enter an agreement with the North Texas Ground Water Conservation District to monitor our wells at the Indigo well site
  • The board unanimously approved the installation of fencing around all four well sites
    • Raising of the fencing from 6’ to 8’ at the Indigo site
    • 8’ fencing around the Bridgewater, Cypress and Graham well sites

Flock Safety Presentation

  • The board received a presentation from Flock Safety about the potential for installation of license plate readers at all entrances of Light Farms
  • Highlights of the Flock Safety system include:
    • Used by surrounding cities (Celina, Prosper, Frisco, Little Elm, etc.)
    • License plate data only stored for 30 days
    • Data only accessible by the police department (in our case, Celina PD) when there is a need for it – not monitored 24/7
    • System is connected to every other participating police department – if a license plate pings as a stolen car, then an alert is sent out
  • After discussion, the board decided that the safety committee will meet to discuss and bring back to the board for a final decision.
