TREE REPLACEMENT PROJECT BEGINS THIS WEEK!

🌳 Tree Replacement Project – Phase 2 Starts This Week!

  • Start Date: Wednesday, October 8
  • Scope: Replacement of 168 trees
  • Where: Bartlett, Brenham, Cypress, Eastland, Hawthorne, Laurel, Maydelle, Parkview and Sage

Once Phase 2 is complete, the MUD will have replaced 388 trees in total this year!

Any dead trees from the spring replacement project will be replaced in October as well.

📌 Ownership Reminder:

The MUD is only responsible for trees on MUD land.

  • The dead or missing trees in HOA common areas (e.g., Constellation Park, the Barn Yard, and neighborhood pocket parks) fall under HOA responsibility
  • To report dead or missing trees and other landscaping problems in the HOA parks, contact the Light Farms HOA Manager, Jessica Guevara, at jguevara@insightam.com

SEPTEMBER, 22 2025 MEETING RECAP

Below is a recap of the Board meeting held on Monday, September 22.

📊 2025 Tax Rate Information:

The Board adopted a 2025 tax rate of $0.89, a decrease from the previous year’s rate of $0.9284. The chart below illustrates the District’s tax rate history over the past five years.

🎣 Pond Stocking Update:

The Board approved a partnership with the Texas Parks and Wildlife Department (TPWD) to stock our district-owned lakes with bass, bluegill, and channel catfish. The bass will be sourced from nearby reservoirs that are being culled to promote growth. We will place a number of bass in each lake this fall to supplement the population and enhance the fishing experience for our residents.

TPWD will stock ALL lakes in Light Farms except for Constellation Lake and the lake outside of Parkview on Light Farms Way, as these lakes are privately owned by the HOA.

👤 General Manager Update:

The Board approved a job posting for our vacant General Manager position. This will be posted to the public soon for candidates to apply.

Approved Projects:

  • Tree Replacement – Phase 2:
    A total of 168 trees will be replaced in and around the Cypress, Eastland, Sage, Brenham, Hazel, Parkview, Maydelle Laurel and Bartlett neighborhoods. There will also be some tree removals for trees that simply do not need to be replaced due to location or crowding.
  • Irrigation Line Repairs:
    Ongoing repairs across the neighborhood, targeting the last control boxes to repair and improve irrigation performance. This summer, the district has invested over $100k in repairing irrigation lines that were in disrepair or malfunctioning.
  • Constellation Wildflowers:
    Approved the installation of a bluebonnet and native prairie wildflower patch on the north side of Spencer St, along Light Farms Way.
  • Graham Sod and Irrigation:
    Approved the installation of 10 ft of irrigation and sod behind the homes on North Crescent Dr. Also approved the installation of sod behind the homes on the stretch of Crescent Dr next to the railroad tracks.
  • Cypress and Eastland Greenbelt:
    Approved grading and sod installation behind homes along Corner Post Path and between the fences and sidewalk on the north side of Cypress cul-de-sacs. Woodlake will also be clearing out the creek area to evaluate future repairs that are needed.
  • Maydelle Greenbelt:
    Approved work, pending additional bids and engineering evaluation, to complete the Maydelle tributary project to mitigate erosion, replace topsoil, repair irrigation, and sod.
  • Worthington/Revard Landscaping:
    Sod and vegetation replacement behind the homes along the north section of Revard.
  • Sweetwater Irrigation Installation:
    Approved 10 ft of irrigation installation behind the homes along Seashore Dr.
  • Various Erosion Repair and Landscaping Repair:
    Approved new sod and irrigation in the easement on the north side of Vermillion Dr., various sidewalk repair around the neighborhood, and the trimming of trees in the Parkview greenbelt.

💰 2026 Budget Approval:

The Board approved the 2026 operational budget based on the newly adopted $0.89 tax rate. The budget can be found HERE.

📅 Looking Ahead:

The District has made great progress repairing and restoring our irrigation systems with the help of our landscaping partner, Woodlake. The Board will continue to prioritize landscaping, erosion and aesthetic projects on MUD land throughout the fall and winter to ensure a fiscally responsible approach to restoring Light Farms to the standard we all expect it to be.

AUGUST, 25 2025 MEETING RECAP

Below is a recap of the Board meeting held on Monday, August 25.

✅ Approved Projects:

  • Roadwork Repairs at Cottonwood Dr and Clearlight Rd (Indigo):
    Repair of buckling roadway at intersection
  • Indigo Pump Repairs:
    Approval to lift one of two Indigo well pumps for testing to determine full repair needs. One pump remains operational, providing irrigation to Grange, Bluestem, and Indigo neighborhoods.
  • Irrigation Line Repairs:
    Ongoing repairs across the neighborhood, targeting the last 20 control boxes to repair and improve irrigation performance.
  • Replacement Order For Damaged Light Pole on Light Farms Way
    District will order a replacement pole and receive reimbursement from the at-fault motorist’s insurance.
  • Various Erosion Repair and Landscaping Repair
    Approved new sod and erosion mitigation behind homes on Ellington, Bridgewater, and Wildrye. Additional erosion control was approved near Constellation Lake and the train tunnel between Cypress/Eastland and Maydelle. Sod installation pending irrigation repairs.

👤 General Manager Update

The Board approved issuing a 30-day termination notice to Blue Line Management. A committee was formed to define the role and job description for a new on-site General Manager. A job posting will follow soon, pending Board approval.

🔁 Renaming the MUD District

The Board considered a proposal to change the district’s name from Collin County MUD No. 1 to Light Farms MUD. After discussion, the motion failed on a 2–2 vote.

🌿 Landscaping Ownership Exploration

The Board approved granting President Moyer the authority to begin discussions with the Light Farms HOA regarding the ownership and management of common areas. The purpose of these conversations is to explore the possibility of the MUD assuming responsibility for parks and common spaces, creating a single point of accountability for landscaping across the neighborhood.

Consolidating services under one provider could help streamline maintenance and reduce overlap between the District and the HOA’s current contractor in Gold and Woodlake. Another goal of this initiative is to evaluate opportunities to enhance pocket parks and neighborhood green spaces, which includes the potential to upgrade or add playgrounds.

📊 2025 Tax Rate Information

Approved posting of a public hearing for Monday, September 22 to review the proposed 2025 tax rate of 0.89460, down from 0.92840 in 2024.

📅 Looking Ahead:

Multiple landscape enhancements are currently being scoped out for bidding for future consideration by the board. This includes erosion and sod repair on the greenbelt between Eastland and Cypress, landscape repair along Worthington behind Revard, work behind Crescent Dr in Graham and dead tree replacement.

JULY 28, 2025 MEETING RECAP

At the Board meeting held on Monday, July 28, several key initiatives were approved to improve the long-term sustainability and aesthetics of our community:

✅ Approved Projects:

  • Well Injector System Installation:
    A new system will be installed at our pump stations to enhance water quality. This improvement will reduce reliance on mixing in city water during drought restrictions—leading to substantial cost savings for the district.
  • Direct Water Flow from Bridgewater Well:
    A more efficient trench route is being implemented from the Bridgewater well to improve water delivery to the lakes west of Bridgewater Dr.
  • Irrigation Line Repairs:
    Ongoing repairs continue throughout the neighborhood to address maintenance issues affecting irrigation performance

💧 Irrigation & Wells Update:

Thanks to our ongoing partnership with Woodlake Outdoor, we’re making steady progress in revitalizing the neighborhood’s irrigation and well systems.

  • To date, Woodlake has completed work on approximately one-third of the 60 sprinkler controllers across the community
  • Many of these controllers had broken lines, faulty stations, and other issues that had long been neglected
  • In addition to the authorized July repairs/enhancements, the Board also approved multiple enhancements and repairs to the Cypress, Bridgewater, Constellation and Indigo well pumps in the June meeting
    • The Board has committed over $300,000 to irrigation and well enhancements/repairs since Woodlake came on board

📅 Looking Ahead:

The Board remains committed to the long-term aesthetics of Light Farms. Landscape enhancement projects are currently under review for Fall and Spring installation timelines. These will be prioritized and presented once all irrigation systems are fully repaired and operational.

🚧 TRAFFIC UPDATE: SPEED LIMIT CHANGES AND NEW STOP SIGNS! 🚧

The MUD Board is making more important updates to improve safety in Light Farms:

  • The speed limit along Light Farms Way will now be uniformly set to 35 MPH – from the DNT to the Outer Loop
  • A new four-way stop will be installed at the intersection of Lightcreek Lane and Forefront Avenue (near the Sage pool)

These changes will take effect starting today, Tuesday, June 24. 

These updates are based on a traffic study conducted by Lee Engineering earlier this year and are part of a broader effort by the Board to enhance safety throughout our neighborhood.

Over the past 12 months, the Board has now approved and directed the installation of:

  • Five enhanced crosswalks
  • A four-way stop at Light Farms Way & Cypress Creek Way
  • A four-way stop at Laughlin Lane & Starlight Creek Drive
  • A consistent 35 MPH speed limit along Light Farms Way
  • A four-way stop at Lightcreek Lane and Forefront Avenue

These initiatives are aimed at making our streets safer for drivers, cyclists, pedestrians and all residents alike. We will continue to evaluate other needs for safety enhancements around the neighborhood.

GOATS ON THE FARM — BRUSH CLEARING BEGINS THE WEEK OF JUNE 16!

 

UPDATE 6/19/2025:

Around 600 goats will arrive at Light Farms on Sunday, June 22nd. They will be on-site for around seven to ten days!

UPDATE 6/16/2025:

The previous job that the goats were working on was delayed due to weather. They will now be arriving in Light Farms on or around Friday, June 20th.

During the week of June 16, you might notice some very special guests in Light Farms. A herd of nearly 400 goats will be moving in (temporarily!) to help with eco-friendly vegetation clearing.

Brought to you by Open Space TX and in collaboration with Collin County MUD No. 1, this natural land-clearing crew is here to munch through 18 acres of overgrown brush and invasive plants — all without heavy machinery or harmful chemicals.

The goats will be focused on the area south of Constellation Lake but north of the Graham neighborhood.

Please feel free to stop by during the week and watch the goats at work!

While the goats are working, we kindly ask for your help:

  1. Please don’t touch the electric fence
    • It’s low voltage but still has a zap — we want everyone to stay safe!
  2. Please don’t feed the goats
    • They’ve got all the snacks they need right under their hooves
  3. Please keep your dogs from disturbing the goats
    • Even the friendliest pup can scare the herd, and scared goats can’t focus on their job
