The District and City of Celina are aware that the street lights for Punk Carter, The Outer Loop and Light Farms Way are not yet fully installed and operational. Street lights will be made operational as soon as possible. The roadways were opened before street lights were operational since drivers were removing barricades and using the roadways even when clearly marked closed.
